Attention all Etchells sailors arriving at RQYS

Below are three maps of the Royal Queensland Yacht Squadron of how and where we are set up for measurement, crane usage, traffic flow and registration for each regatta.  We recommend you take a look before you arrive however you will  receive one laminated set per boat of these maps upon arrival.  They can be collected from reception at the main clubhouse.  Reception hours are Monday-Friday 8 am – 8 pm, Saturday and Sunday 7 am – 9 pm.

Re-Export of Etchells after the Worlds

We are working with International freight forwarder DSV Air and Sea to provide a seamless process to get your boats exported. Should you wish to avail yourselves of this service can I suggest you compete the quote request form (on website) and send it to DSV within the next week or so requesting a quote from them asap (contact details on the form). 

Upon your acceptance of that quote you then send DSV the Shippers Letter of Instruction (SLI) form (on website) as a formal request for them to manage the shipping on your behalf (we suggest that you also resend your initial quote request form as it may cover additional info).  Relevant documents are:  DSQ Quote Request Form and Shippers Letter of Instruction

Their service will include delivery of the empty container to the yacht club during the final week of sailing, (packing your care), subsequent container collection and ocean freight to your nominated destination port. At that point you will need to engage your local shipping contacts for payment of destination fees, customs clearance, and local delivery or engage the local DSV office to undertake this on your behalf. DSV BNE will also need instructions on where to send the carnet as it will be required for subsequent re-importation into the destination country.

Coach Boats – Local Licensing Requirements & Hire
If you plan to bring a coach boat with you to Queensland or look to hire one locally,  we recommend you check the local boating license requirements on the Queensland Government website under ‘Boat and personal watercraft licences’.  For interstate and overseas visitors, there are comparable recognised licenses accepted in Queensland but you will need to check online to ensure your marine license complies. https://www.qld.gov.au/transport/boating/licences/recreational Please note: we are currently looking at arranging a pool of ribs to be available for hire.  For those shipping in their own Etchells, there will be an opportunity for you to purchase a RIB outright here locally and return it with your Etchells after the Worlds in your container.

Boat Storage

For any ‘out-of-towners’ planning to compete in the lead-up regattas before the Worlds, and / or the Etchells Australasian Championship in Mooloolaba (7-10 June), we currently have space at RQYS to store your boat over this period in the lead-up to the Worlds and afterwards in preparation for the Australian Nationals in January 2019. 

Etchells Brisbane and RQYS are pleased to be able to offer some ‘free storage periods’ around the key regattas.  Please refer to the table of dates for free storage and weekly storage rates outside the free storage period here.

International shipping – Australian quarantine clearance

Please beware that we have encountered delays and additional costs in obtaining quarantine clearance for arriving boats in the last few months. Most boats have required an inspection which involved delivery to an inspection facility and container unpack before final delivery to the yacht club once final clearance was received. One even required additional cleaning. This has effected both permanent and temporarily imported Etchells. Please allow for approximately 7-10 days from vessel arrival to delivery to the yacht club.

If you engage them it is recommended you email them your shipping documentation as early as possible and if using a carnet couriered this to them as well. They can also be shown as the notify party on the bill of lading. 

By following the above there is greater visibility of containers in transit and less likelihood of delays and additional costs due to lack of prior notice of vessel arrivals or missing documentation. 

Quarantine (standard information)

http://www.agriculture.gov.au/import/arrival Australia has very strict quarantine requirements and all competitors containers will be subject to an inspection by the Department of Quarantine. This means that all containers & contents must be free of any quarantine risk material. The below table highlights the risks that Quarantine focus on.

Particular risks for Etchells & trailers

  • Packing a wet boat or in a wet environment
  • Plant material (leaves etc.) within the hull and trailer boxes
  • Excess grease on the trailer that could trap seeds etc.
  • Spiders, webs and other insects within trailer frames
  • Mud within tyre treads
  • Water sitting in the hull/trailer
  • Existing container residue – ensure container is swept clean prior to loading
  • Dirt/soil on trailer and in container – suggest loading container from a sealed/dry surface and sweep after loading
  • Non ISPM timber: Timber packing/supports/dunnage – all timber used within the container must be ISMP compliant (ISPM stamp visible on each piece) unless you fumigate the container prior to shipping in which case evidence of fumigation from an approved fumigator is required. http://www.agriculture.gov.au/import/goods/timber-packaging/ispm-15
Each competitor must go over their boat and trailer at the time of packing to eliminate all quarantine risks. Remedial treatment and associated activity in Australia is very expensive and time consuming.
International Shipping & Customs (last updated 31 May 2018)

Introduction

We have partnered with the international freight forwarder DSV Air and Sea along with the container shipping line ANL (CMA CGM in Europe and APL in North America) to offer a door to door shipping service to the Royal Queensland Yacht Squadron in Brisbane for 40’ HC containers from a number of ports around the world.

ANL is providing an increased ‘free container utilisation period’ upon arrival in Brisbane of 21 days (standard is 7 days) for those competitors looking have their boats arrive shortly before the regatta and re-exported immediately after the conclusion of the regatta. This means is that between arrival and export you can potentially hold onto the container for up to 39 days and use the same one for re-export. The container can be held at the RQYS and be able to be used for storage etc during the event.

Customs

As imports into Australia will attract 10% goods and services tax and potentially customs duty it is suggested that all Etchells move using an ATA Carnet. These are generally available from your local Chamber of Commerce. This will also facilitate the entry of your boat back into your country of origin. Those requiring a temporary entry but not using a carnet will be required to deposit an amount equivalent to the applicable taxes to the Australian Government upon arrival and make a subsequent refund claim once the boat has been exported (this can be time consuming and expensive). Anyone intending to permanently leave their boat in Australia will be to have a formal import clearance undertaken and make payment of any applicable taxes at the time of importation.
Loaner Boats
The Brisbane Etchells fleet qualifications will conclude in April.  After commitments from the local fleet to enter the Worlds, we will know how many and which boats may be available for the loaner boat pool for overseas entrants. If you are interested in being included in the loaner boat draw and have not already been in contact with us, please email chairman@2018etchellsworlds.org expressing your interest. Please also refer to the 2018 World Championship NOR under Race Documents for further details on loaner boats. With regard to private charters, the organisers will not be actively involved in any formal arrangements but are happy to assist in putting relevant parties in contact.
